I watched the entire video about 30 minutes ago and if there is any mention of an agreement between the government and aliens it is a brief aside.

BTW, the issue of an agreement between the government and aliens is just a throwaway line at the 4:00 minute mark.
It is NOT the subject of this video.
The title "you created" for this post is misleading. FR rules state that we are to use the title at source...not create our own title.
