The ‘agreement’?
Roughly, don’t call us, and we won’t call you.
Under the treaty arrived at during the Eisenhower administration, there would be no more mutual attacks and hostile actions. ETs would be permitted to operate above and on the earth in defined areas, while avoiding open displays. The US would get some technology, while in return, the ETs could abduct a limited number of humans, with the requirement that they be returned unhurt to where they abducted.
Supposedly, in great secrecy, the US and certain allied governments have been working on understanding, copying, and countering ET technology. Now, it is said that the effort has progressed far enough that the UFO secret can be slowly released to the public as humans get the ability to defend ourselves against hostile the more ET species.
This is all plausible, if one buys into the UFO and ETs, but with only thin proof.
