Russia violated every single tenet of the Geneva and Hague Conventions (to which it is a signatory), commuting widespread, deliberately planned atrocities. Also the UN charter. Ukraine has observed the laws of war.
Russia continues to threaten other countries with the same justifications that it used to attack Ukraine. Ukraine threatens no other countries.
