A much different demographic, and a much lower crime rate.

In the past, if there was something the locals could not handle, there was help from the State and maybe Federal level.

Now the disorder is likely coming from the State or Federal level.

The problem with private police is that they serve the interests of those who pay them. They do not serve the interests of the community at large.

They quickly devolve into gang-like behavior.

This was a big problem in the West when it was first being populated. Hence the Wild West.

The West started becoming civilized when policing became a public matter and territorial law was applied and enforced.
