Honestly never heard of that, but then I like standing down
in the mob scene near the rail with “my” peeps (at Santa Anita that is).

Its a line waiting to go upstairs to the 4th and 5th floors. Inside at tables and you can walk outside to the terraces. (food and drinks served) Heavy security to get up there. My niece used to work up there on Derby Day serving celebs. She would make several hundred dollars in tips. She would come home and tell which celebs were nice and who were not friendly. Who tipped big and who were stingy. It was usually great money for one or two days. The Oaks on that Friday before the Derby was included usually.
