There are only a limited number of aircraft types with the 'Probe and Drogue' refueling system used by the US Navy. Click the link for a close up view.
I then looked for one with the window configuration I saw in the video. The only one I could find was the Airbus A-330 MRTT.
Given,
1. The US doesn't operate any of these aircraft and,
2. It is used by a number of US allies including Britain, Canada, and Australia.
And assuming,
1. That Scavino took the video, not a given, and
2. Trump Force One lacks the ability to refuel Navy fighters,
I would surmise that he, Scavino, was traveling with one of our allies, possibly on an assignment from President Trump. Since the closest ally to the squadron home station is Canada, that would be my first guess.
I am open to revising my conjecture if anyone else has more information that would refute this.
