Yes, spray and pray could have an effect, but IMO long-distance sniping sends a very specialized message nearly impossible to counter.
Yes, there are counter-sniper teams and some very interesting stories...
An active machine gun position can be located; a single shot and a very long wait time is a horse of a different color.
