There is no culture.
The Left must keep blacks in their vanguard. If not, their power-grab, fraud, and social-engineering with "civil rights," "equity," and "racism" as the justification, would be completely empty.
So you make them dependent and destroy any self-responsibility.
The 'religion' of victim-hood creates evil... and dependence and "excuses rather than responsibility and reflection."
That's what happened to the black community - everyone got a stupid pass that hurt them rather than helped them.
