I wish you good health, dear Ukrainians!
Today, I held a Supreme Commander-in-Chief’s Staff meeting, with a detailed report from the Minister of Defense on the upcoming year, the provision of defense forces. Every direction and aspect – ammunition, weapons, equipment, and accoutrements. What is currently in short supply and what objectively needs to be increased, taking into account plans of our active actions. The Minister of Strategic Industries reported on our own production of weapons and ammunition – the goal of increasing production is being achieved. This is crucial, and I am grateful to all the workers in our defense industry, as well as our partners who assist. We also discussed the implementation of the Ukrainian missile program, initiated in 2021. Everyone can see that its results are becoming more long-range and favorable for Ukraine each year, and unpleasant for the enemy, as it should be. There will be even more results.
By the way, we are actively progressing with the United States on joint arms production. During my visit to Washington, President Biden and I agreed on specific steps we can take together. This will undoubtedly strengthen both Americans and Ukrainians, as well as our partners. Joint production always enhances capabilities. In recent days, during negotiations involving Andriy Yermak and our government team, we discussed the specifics. In December of this year, a special conference involving Ukrainian and American industries, government officials, and other state actors will take place – everyone involved in organizing our defense. We are preparing a significant event, an extension of the Defense Industries Forum that took place in September. Now, it’s a forum in Washington and corresponding work on armaments in both Ukraine and the United States. I thank the United States – President Biden, his team, and Congress – both parties that support us. I also want to especially acknowledge U.S. defense companies and partners in Europe – all those who genuinely fill the concept of defending freedom with substance. During these times, we all need to be as effective as possible so that the lifetime of our children and grandchildren is not stolen by war.
Today, there is also good news regarding defense packages for our soldiers – Finland has made a decision on a new package. Thank you for this. We have already received 20 support packages from Finland. All of them strengthen not only us but the entire eastern flank of Europe. Because when Ukraine is strong and independent, all of Europe can feel protected from Russian aggression.
Important reports were presented at the Staff meeting regarding the situation on specific frontlines: Donetsk, Kharkiv, the southern directions. Reports were given by the Commander-in-Chief and Generals Syrsky, Tarnavsky, Moskaliov, and Sodol. I thank every one of our soldiers!
Today, I issued a separate instruction to the Ministry of Defense and the General Staff regarding responding to the carriers of ‘Kinzhals’ that disrupt our country for hours due to air alerts. Our air defense capabilities and overall readiness for missile threats allow us to modernize our response somewhat – without unnecessary interruptions to the country. This is important for millions of our people. I expect corresponding proposals.
And one more thing.
I started today with a special meeting with the Minister of Finance and government officials responsible for the education sector. Many sensitive issues, and millions of Ukrainian students are awaiting answers. This includes resources for scholarships and specific details about innovations in higher education. We also discussed everything necessary to strengthen vocational education in Ukraine. It was all very concrete, just as it should be on Students’ Day. Of course, it would be right that most of what we discussed will be presented by the Minister of Education. Good things. We guarantee scholarships for students and are exploring opportunities to increase them. We will find resources for the reconstruction of universities damaged or destroyed by Russian attacks. Today, I visited one of the Ukrainian universities – Mariupol State University. It has been relocated to Kyiv and is working. Importantly, it preserves faith in Ukraine, in our people, and in the belief that Ukraine will be free – all of Ukraine. I spoke with the students. Thank you for your sincerity and energy. I wish all our Ukrainian students to be able to realize themselves in Ukraine, for Ukraine, absolutely dignified, modern, and beneficial to themselves and the country.
To bring victory in this war, ensure security, and provide as much as possible protection to our people and our state... I thank everyone who fights and works for this. For our people. For our independence.

Day 632 of the russian full-scale military aggression against Ukraine continues.
During the day of November 17, there were 53 combat engagements. The enemy launched a total of 1x missile and 24 air strikes, 18 MLRS attacks at the positions of Ukrainian troops and various settlements. Moreover, the russian federation launched another air strike on Ukraine, using Shahed-136/131 attack UAVs. Air defense forces destroyed 9 attack UAVs.The operational situation in east and south of Ukraine remains difficult.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 30 settlements came under enemy artillery and mortar fire, including Senkivka, Klyusy, Karpovychi, Leonivka (Chernihiv oblast), Zarichchya, Brusky, Volfyne, Myropillya, Stepok, Popivka (Sumy oblast), Veterynarne, Budarky (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted failed assault operations in the vicinities of Synkivka, Petropavlivka and Ivanivka (Kharkiv oblast). The occupiers launched an air strike near Kupyansk (Kharkiv oblast). The invaders fired artillery and mortars at more than 10 settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: the adversary did not conduct any offensives (assaults). The occupiers fired artillery and mortars at around 10 settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Serebryanka, Verkhniokamyanske, Spirne, Rozdolivka (Donetsk oblast).
BAKHMUT AXIS: the invaders made assaults in the vicinities of Vasyukivka, Klishchiivka and Andriyivka (Donetsk oblast), where Ukrainian defenders repelled 9 attacks. More than 10 settlements, including Markove, Chasiv Yar, Ivanivske, Klishchiyivka, New York (Donetsk oblast) came under artillery and mortar fire.
AVDIYIVKA AXIS: the enemy conducted failed assault operations near Keramik, east of Novobakhmutivka, Stepove, Avdiyivka, and south of Tonenke (Donetsk oblast), where the Ukrainian Defense Forces repelled 17 attacks. The enemy fired artillery and mortars at more than 15 settlements, including Oleksandropil, Ocheretyne, Stepove, Avdiyivka, Sjeverne, Netailove (Donetsk oblast).
MARYINKA AXIS: the adversary made unsuccessful assaults in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 18 attacks. The invaders launched air strikes in the vicinities of Pobjeda, Novomykhailivka (Donetsk oblast). The settlements of Krasnohorivka, Maksymilyanivka, Heorhiyivka, Maryinka, Antonivka, Veselyy Hai (Donetsk oblast) were under artillery and mortar fire from the occupiers.
SHAKHTARSKE AXIS: the invaders conducted assault operations south of Vodyane (Donetsk oblast), to no success. The adversary launched air strikes near Vodyane, Urozhaine (Donetsk oblast). Around 10 settlements, including Vodyane, Vuhledar, Novoukrainka, Zolota Nyva, Urozhaine, Novopil (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the invaders made unsuccessful assaults near Robotyne and west of Verbove (Zaporizhzhia oblast), where Ukrainian defenders 3 attacks. The occupiers launched an air strike in the vicinity of Novodarivka (Zaporizhzhia oblast). More than 15 settlements, including Levadne, Poltavka, Zaliznychne, Charivne, Mala Tokmachka, Pyatykhatky (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the invaders launched an air strike in the vicinity of Tyahynka (Kherson oblast). The settlements of Tokarivka, Sadove, Chornobaivka, Bilozerka, Veletenske (Kherson oblast), the city of Kherson, and Solonchaky settlement (Mykolaiv oblast) suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
The Armed Forces of Ukraine managed to consolidate several bridgeheads on the left bank of the Dnipro River (Kherson axis). These gains were made through the courage and high competence of Ukrainian marines, supported by other units of the Defense Forces. The Defense Forces continue to hold ground, repelled 6 enemy attacks, and are taking steps to expand the foothold.
During the day of November 17, Ukrainian Air Force launched 10 air strikes on concentrations of troops, weapons and military equipment, and 2 strikes on air defense systems of the occupiers.
The Ukrainian missile troops hit 3 concentrations of troops, weapons and military equipment, 6 artillery systems, 1 air defense system, 1 command post and 1 ammunition depot of the russian invaders.

Minister of Justice of Ukraine Denys Maliuska, Deputy Minister of Justice of Ukraine for European Integration Liudmyla Suhak and Commissioner for the European Court of Human Rights Margarita Sokorenko met with the Head of the Council of Europe Office in Ukraine Maciej Janczak and the project managers of the Council of Europe Office in Ukraine.
The meeting was organized to discuss the status of implementation of existing EU and Council of Europe projects, including the challenges and needs related to the implementation of such projects within the framework of the Council of Europe Office in Ukraine. In particular, the parties stressed the importance of implementing the project “European Union and Council of Europe working together to support the Prison Reform in Ukraine Plus” (SPERU+ Project). The aim of the project is to further revise the existing and introduce new principles of modern penitentiary management in accordance with the standards and best practices of the Council of Europe, including the elimination of shortcomings identified in the judgments of the ECHR against Ukraine.
It was noted that in the context of the unprecedented full-scale invasion launched by Russia, the Ministry of Justice continued to work actively to represent Ukraine before the ECHR in cases of violations of the Convention for the Protection of Human Rights and Fundamental Freedoms, to coordinate the implementation of its judgments and to inform the Committee of Ministers of the Council of Europe on the progress of the implementation of such judgments.
The leadership of the Ministry of Justice expressed gratitude to the representatives of the CoE Office in Ukraine for all the efforts made by the Council of Europe. They also noted the constant support of partners in the process of implementing reforms in Ukraine in the face of full-scale armed aggression by russia. The representatives of the Council of Europe Office in Ukraine thanked the Ukrainian side for its openness to cooperation and expressed their readiness to continue providing assistance in international cooperation and promoting professional cooperation.

Agreements on cooperation and additional funding between the Ministry of Health and international partners were reached during the visit of the Council of Europe Development Bank mission to Ukraine in August. The Bank’s Governor Carlo Monticelli and Minister of Health of Ukraine Viktor Liashko discussed interaction and strengthening cooperation in the healthcare sector during the war.
“The healthcare infrastructure and access to medical services in Ukraine have been severely damaged and deteriorated as a result of russia’s brutal aggression. 1,468 healthcare facilities have already been damaged, and another 193 have been completely destroyed beyond repair. Our goal is to provide Ukrainians with access to medical care despite all the challenges. I am sincerely grateful to international partners, in particular the Council of Europe Development Bank, for their reliable support and assistance in achieving this goal,” Viktor Liashko stressed.
The Council of Europe Development Bank has approved the allocation of EUR 100 million to restore the healthcare system and meet urgent healthcare needs. The loan will be used to support the Healthcare Enhancement and Lifesaving (HEAL) Ukraine project, developed by the World Bank in cooperation with the Ukrainian authorities, which aims to bring together development partners.
“Today marks an important milestone in our work with Ukraine to rebuild the country. Our first loan to the Ministry of Health is aimed at restoring and improving access to essential health services, including mental health, and is an important step towards a sustainable recovery for the people of Ukraine,” said Carlo Monticelli.
The key areas of cooperation will focus on meeting Ukraine’s priority healthcare needs. The funds will be used to implement existing projects and launch new ones. The funding will help strengthen primary healthcare and support mobile teams providing essential medical services in war-affected regions of the country, as well as in remote areas. The project includes repairing damaged healthcare facilities and will help address new urgent healthcare needs, including those related to mental health. In the longer term, it will increase the resilience of Ukraine’s healthcare sector through targeted investments in electronic healthcare and the introduction of new functions for sustainable and innovative healthcare delivery.
Background information
On 15 June 2023, Ukraine completed the accession process and became the 43rd member state of the Council of Europe Development Bank. The Bank’s cooperation with Ukraine is one of the strategic objectives for 2023-2027.
The Council of Europe Development Bank was established in 1956 to help European countries address issues related to the socially targeted reintegration of refugees, displaced persons and migrants.
