It is 13.2 gallons. This may be less a event than the media is saying. The drive train is to be electric, powered by the engine and battery — largely the same as most locomotives.
The car will get 52 mpg, because of city driving being battery. 10 minutes on a highway and the normal engine takes over.
Most of this story is simply Toyota is going to build a Camry with a smaller engine that hauls a battery around.
