Many times they ‘tested to failure’ to find out the limits of materials, equipment, etc. The Hussein/Biden Regime has refused to let SpaceX proceed. They were ready last August for the next Starship test launch. The government is not just slow walking, they are creating more and more barriers. After one part of the government finished their investigation, Fish & Wildlife “began” their review in early October. The Chicoms are probably funneling more $$$ to Hussein and Biden as long as they continue to hinder SpaceX.
