The key takeaways from this day.
I met with the leader of the Crimean Tatar people Mustafa Dzhemilev – today is his birthday, he turned 80.
A decent man, a brave man. A defender of his people and the whole of Ukraine.
I awarded Mustafa Dzhemilev the title of Hero of Ukraine. I believe that it is absolutely well deserved. I also thanked him for what he has done for our people, for our freedom. He is truly a moral authority. I also thanked him for the fact that Mr. Mustafa-aga is now with us in the fight against Russian aggression.
Of course, we talked about Crimea and the protection of our people on the peninsula. We are mindful of all parts of our country and must restore freedom for the entire Ukraine without exception.
I thank everyone in the world who remembers that Russia’s attack on the rules-based international order began with Crimea. It was with the seizure of Crimea that Russia began this aggression and destabilization. And it is difficult to imagine a restored peace in the world unless we return to Ukraine what Russia has stolen. Restoring our territorial integrity is a global need.
Today, I held a long meeting with diplomats, government officials, and representatives of the Verkhovna Rada to discuss our country’s preparations for the European Council’s political decision to start negotiations on Ukraine’s membership in the European Union. Our steps and our decisions. We are working to get an unconditioned decision to open negotiations. For Ukraine, it is a matter of principle to implement all the recommendations of the European Commission, all seven recommendations, and fulfill everything that is required at this point of our path to the European Union. The success of our country and people – economic, social, and success in building Ukraine’s relations with the world – can only be achieved as a common success of the whole of Europe. To this end, we are gradually strengthening our institutions and legislation, even during a full-scale war. And I am grateful to everyone who contributes to this, who endorses the relevant decisions, who puts them into action.
Today, I also held several meetings on our next international steps planned for the coming weeks. Negotiations with the leaders of partner countries, new support packages for our warriors, and international communication of Ukraine.
We can and must ensure an absolutely clear result: no matter what the information agenda of the world is, our partners must understand us and hear Ukrainians. And they will.
There is important news from Romania: an F-16 pilot training center has started operations, our guys will undergo training there. I thank President Iohannis of Romania and Prime Minister Rutte of the Netherlands for ensuring the implementation of all our agreements.
There were also intelligence reports today – by Chief of the Main Intelligence Directorate Budanov and Chief of the Foreign Intelligence Service Lytvynenko. I am grateful to both of these agencies – to every single person serving there – above all, for the fact that Ukraine knows and will know the enemy’s plans and how to respond to them – properly and powerfully. Both on the ground and in the Black Sea.
And, of course, the frontline.
Avdiivka, Maryinka, Bakhmut direction, Lyman direction, Kupyansk, Zaporizhzhia, Kherson region…
It is challenging in each of these areas. But I thank everyone who is steadfast. I thank everyone who does not lose strength and positions. I thank all the commanders who care about the troops. I thank all the combat medics who save lives. I thank all our people who remember that Ukraine lives because there is someone to hold off the enemy.
Glory to our warriors! Glory to all our heroes!

President Volodymyr Zelenskyy met with the leader of the Crimean Tatar people, human rights activist, MP of Ukraine, prominent political and public figure Mustafa Dzhemilev, who turns 80 today.
The Head of State congratulated Mustafa Dzhemilev on the anniversary and thanked him for upholding the interests of our state and his struggle for the rights of Crimean Tatars.
“I want to thank you for standing with us in this struggle. I wish you good health to see our just victory, the restoration of Ukraine’s territorial integrity and sovereignty. Crimea is Ukraine,” Volodymyr Zelenskyy said and added that it was a pleasure to congratulate him personally on the anniversary.
For his outstanding personal contribution to the establishment and development of an independent Ukrainian state, courage and dedication in upholding the rights of the Crimean Tatar people, and many years of fruitful political and public activity, the President awarded Mustafa Dzhemilev the title of Hero of Ukraine and the Order of the State.
The leader of the Crimean Tatar people said that he is honored to receive the highest award, as over the past two years of full-scale war, it is awarded to the warriors who defend the freedom, territorial integrity and independence of Ukraine at the cost of their lives.
“In such circumstances, this award is of great significance to me. It is also a great moral support for our compatriots who have been under occupation for the tenth year already,” he said.
Mustafa Dzhemilev thanked the President for all the important work carried out with his support to protect the rights of Crimean Tatars.
“Your words that this war cannot be over until the last square meter of our territory is liberated give us confidence that we will gain freedom. I am 80 years old today, and I have one more dream on this earth: to return to my homeland and be buried on my land. And your firm stance on our territorial integrity gives me confidence that this will definitely come true. Thank you for this high award. Glory to Ukraine!” Mustafa Dzhemilev said.

Day 628 of the russian full-scale military aggression against Ukraine continues.
During the day of November 13, there were 50x combat engagements. The enemy launched a total of 2x missile and 32x air strikes, 23x MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, russian terrorist attacks have resulted in civilian casualties and injuries. Private residential buildings and other civilian infrastructure were destroyed and damaged.
The operational situation in east and south of Ukraine remains difficult.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 15x settlements came under enemy artillery and mortar fire, including Tymonovychi, Leonivka (Chernihiv oblast), Seredyna-Buda, Bunyakyne, Mohrytsya, Hrabovske, Popivka (Sumy oblast), Kozacha Lopan, Starytsya, Vovchansk (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted assault operations in the vicinities of Synkivka, Petropavlivka, Ivanivka (Kharkiv oblast). The Ukrainian defenders repelled 6x attacks in the area. The adversary launched air strikes in the vicinities of Pershotravneve and Kopanky (Kharkiv oblast). The invaders fired artillery and mortars at the settlements of Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: the adversary made failed assaults near Novojehorivka (Luhansk oblast). The invaders launched air strikes in the area of Serebryanske forestry (Luhansk oblast), and Spirne, Vyimka (Donetsk oblast). The occupiers fired artillery and mortars at around 10x settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Serebryanka, Spirne, Rozdolivka (Donetsk oblast).
BAKHMUT AXIS: the invaders conducted assault operations in the vicinities of Ivanivske, Klishchiivka, Andriivka (Donetsk oblast), where Ukrainian defenders repelled 11x attacks. The occupiers launched an air strike near Klishchiivka. The settlements of Chasiv Yar, Ivanivske, Klishchiivka, Kurdyumivka (Donetsk oblast) came under artillery and mortar fire.
AVDIIVKA AXIS: the enemy conducted failed assault operations south of Novokalynove, Avdiivka, Sjeverne and east of Pervomaiske (Donetsk oblast), where the Ukrainian Defense Forces repelled 8x attacks. The occupiers launched air strikes near Novobakhmutivka and Avdiivka. The enemy fired artillery and mortars at more than 10x settlements, including Sukha Balka, Keramik, BerdychiSKE AXISiivka, Opytne, Pervomaiske (Donetsk oblast).
MARYINKA AXIS: the adversary made unsuccessful assaults with air support in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 15x attacks. The settlements of Oleksandropil, Krasnohorivka, Maryinka, Pobjeda, Novomykhailivka, (Donetsk oblast) were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the invaders conducted assaults south of Zolota Nyva (Donetsk oblast), to no success. Also, the adversary launched air strikes near Vuhledar and Urozhaine (Donetsk oblast). Around 10x settlements, including Vodyane, Vuhledar, Prechystivka, Zolota Nyva, Blahodatne, Rivnopil (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: The occupiers made unsuccessful assaults near Robotyne (Zaporizhzhia oblast), where Ukrainian defenders repelled 4x enemy attacks. More than 10x settlements, including Poltavka, Huliaipole, Huliaipilske, Novodanylivka, Shcherbaky, Kamyanske (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the invaders launched air strikes near the settlements of Beryslav, Ivanivka (Kherson oblast). The settlement of Beryslav, Antonivka, Zelenivka, Veletenske (Kherson oblast) and the city of Kherson suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
During the day of November 13, Ukrainian Air Force launched 8x air strikes on concentrations of troops, weapons and military equipment, 1x strike on an air defense system of the occupiers.
The Ukrainian missile troops hit 6x concentrations of troops, weapons and military equipment, 2x command posts, 4x artillery systems, 1x air defense system, and 1x vital target of the russian invaders.

A center for training Ukrainian F-16 pilots has started work in Romania.
This was announced by the President of Ukraine Volodymyr Zelenskyy, Censor.NET informs.
“There is important news from Romania: the F-16 pilot training center has started work, our guys will train there. I thank Romanian President Johannes and Dutch Prime Minister Rütte for fulfilling all our agreements,” Zelenskyy said.
As a reminder, the spokesman of the Air Force, Yurii Ihnat, said today that Ukrainian pilots have not yet started training on the F-16, the Romanian training center in the city of Fetesti is still under construction.
