Dear Ukrainians, I wish you good health!
Today, a very important visit took place. Ursula von der Leyen, the President of the European Commission. Just before the European Commission’s report on our compliance with the recommendations for opening accession negotiations. We expect such a political decision later this year.
We have been very active throughout the year in fulfilling these recommendations. We have passed legislation, implemented systemic solutions, and are strengthening our state institutions. We are providing law enforcement and anti-corruption agencies with more opportunities to work effectively. We have also addressed the issues of national communities. The full spectrum defined by the European Commission.
However, I want to emphasize that this is not something that someone in Europe, in Brussels, tells Ukraine to do. The transformation of our state is something that we need ourselves.
Ukraine has passed an enormous path – from a point where many didn’t believe in the possibility of our alignment with the European Union during a full-scale war to achieving the status of a candidate country at record speed and fulfilling the necessary prerequisites for opening negotiations.
This is proof, time and time again, that Ukraine can accomplish significant achievements when working unitedly, confidently, in the interests of our independence and all Ukrainians. We continue to transform our state to be genuinely prepared for full EU accession, adapting all our institutions, all our standards to European rules.
As of now, we understand the next steps our country will take. Today, after the meeting with Ursula von der Leyen, I’ve already mentioned some of them, such as a bill that provides the Specialized Anti-Corruption Prosecutor’s Office with more opportunities to work effectively and a lobbying law, which should have been enacted decades ago. We will address other necessary issues as well.
We all in Ukraine should already get used to the fact that our domestic policy is the policy of European integration, and it is what brings us closer to the moment when the Ukrainian flag will be in Brussels alongside all the other flags of EU member states. Today, from the President of the European Commission, I heard positive signals regarding our progress towards the start of negotiations.
Of course, we discussed all our fundamental issues: support for Ukraine – long-lasting and diverse, new sanctions against the occupier, our joint efforts regarding frozen Russian assets, which should be used to compensate for the damage from Russian aggression.
I thank President von der Leyen for her strong and principled support.
One more thing for today.
In the morning, I had the honor of joining Ursula in congratulating our railway workers on their professional day. Now, during the full-scale war, it has become evident to everyone just how important the work of our railway workers is for the country and the normal lives of our people.
It goes beyond just transportation; it is one of the cornerstones of our resilience. It is a salvation of people. It often involves the heroism of many men and women who, under constant threat and particularly in the early weeks of the full-scale war, continued to work for the sake of people and our defense.
It is crucial to remember each and every one who has dedicated their life to ensure Ukraine’s endurance. Different people. Our heroes on the frontlines. People of various professions who contribute. We must be grateful. We must preserve unity. We must ensure that we walk together the path destined for us by our fate. To protect Ukraine and pass on a guaranteed safe life to our children, grandchildren.
Glory to all who fight for Ukraine! Warriors, I thank you! I thank everyone who helps!

Russia lost 24 tanks and 36 artillery systems in one day

Russia continues to suffer losses in its war of aggression against Ukraine, as its defenders killed 850 Russian soldiers and destroyed 36 artillery systems and 24 armored combat vehicles belonging to the Russians over the past 24 hours alone. General Staff of the Armed Forces of Ukraine said this.
İt is noted that during the war Russia lost 5,265 tanks, 9,901 armored fighting vehicles, 7,328 artillery systems, 854 multiple launch rocket systems, 566 anti-aircraft warfare systems, 322 aircraft, 324 helicopters, 5,495 unmanned aerial vehicles, 9,691 vehicles and fuel trucks, 1,551 cruise missiles, 20 warships/boats, 1 submarine, and 1,034 pieces of special equipment. So, Ukraine says Russian forces lost hundreds of pieces of military equipment, including tanks and artillery systems.
Exact numbers of Russian troop losses are hard to pinpoint and Kyiv’s daily figures are higher than western estimates. Last month the U.K. Ministry of Defense said it was likely that Russia had suffered between 150,000 and 190,000 permanent casualties including those killed and permanently wounded.
This figure does not include personnel from the Wagner Group of mercenaries. Russia has reportedly suffered high losses of troops and equipment since it launched an offensive for the town of Adviivka in the Donetsk oblast. Despite these losses, the Institute for the Study of War said that Moscow’s forces were likely preparing for another wave of highly attritional infantry-led ground assaults on Ukrainian positions in the area.

President of Ukraine Volodymyr Zelenskyy held a meeting with President of the European Commission Ursula von der Leyen, who arrived in our country on a visit.
“When we begin negotiations on Ukraine’s membership – I strongly believe in this – it will signify several crucial things. First: there will no longer be gray geopolitical zones in Europe. Second: we will provide a new foundation for the growth of both Ukraine and all European countries. And third: we guarantee real economic and social security for our state and the Ukrainian people. Security that aligns with our values – values of Europeans,” Volodymyr Zelenskyy said during a meeting with media representatives following the negotiations with the President of the European Commission.
The Head of State said that Ukraine is not asking for discounts on its path to the EU and is fulfilling all the recommendations issued by the European Commission. According to him, even in the midst of a total war, Ukraine is committed to reform.
“We have fulfilled the recommendations required for opening accession talks . We have made progress in the rule of law, the protection of human rights and freedom for national communities, the increased transparency of state institutions, and the strengthening of the state, the anti-corruption system,” he said.
Volodymyr Zelenskyy said that a draft law on Specialized Anti-Corruption Prosecution that will provide the anti-corruption system with more opportunities to work effectively has already been registered in the parliament.
In addition, a lobbying law that will increase openness in political processes and protect the state from the damaging influence of oligarchs and other persons who seek to circumvent the rule of law is being prepared.
The work on building digital public services and digitalizing the functioning of state institutions is continuing.
“Ukraine will be fully prepared both for the start of EU accession talks and, later, full-fledged EU membership,” the Head of the State said.
Volodymyr Zelenskyy discussed with the President of the European Commission the specific support for Ukraine and Ukrainian people in defending against Russian aggression. He said that both defensive and financial support should remain sustained and solid.
Zelenskyy also highlighted the importance of working together to ensure that the earnings from Russian assets in Europe and the world are directed towards compensating the damage caused by the Russian war in Ukraine.
“I thank our European partners for seeking appropriate legal steps,” he said.
Ukraine is also eagerly awaiting the implementation of a new EU sanctions package against Russia, which will hinder Russia from circumventing existing restrictions, particularly through European companies and the territories of Russia’s neighboring states.
“Sanctions must work one hundred percent to end this war with a real victory for Ukraine and all of Europe – our common European home,” Volodymyr Zelenskyy said.
On her part, President of the European Commission Ursula von der Leyen said that Ukraine has made significant progress on the path to EU membership, and next week, the European Commission will present a report on enlargement.
“We are impressed by the reforms you has made in the midst of a war. We must not forget that you are fighting for your very existence and, at the same time, deeply reforming your country,” she said.
Ursula von der Leyen acknowledged Ukraine’s achievements in economic modernization and reconstruction. According to her, the European Commission is working on providing an additional EUR 50 billion to our country for the period until 2027.
“We are also developing a plan aimed at modernization, reform, and investment in Ukraine. That is, the reform plan is the key to access the EUR 50 billion. Significant progress has been made, and we are ready to move to the finish line in the next few weeks,” she said.
Ursula von der Leyen emphasized the importance of the Solidarity Lanes initiative, which helps Ukraine export agricultural products. She also noted Ukraine’s efforts in restoring navigation in the Black Sea.
The President of the European Commission highlighted the need to increase the sanctions pressure on Russia, and the 12th sanctions package will be adopted soon.
Ursula von der Leyen also acknowledged the significance of the third meeting of advisors to the leaders of states, which took place in Malta and focused on the Ukrainian Peace Formula. She emphasized support for Ukraine’s path to a just and lasting peace.

During the visit of President of the European Commission Ursula von der Leyen to Kyiv, a ceremony of handing over school buses took place. As part of the “School Buses for Ukraine” solidarity campaign initiated in the autumn of 2022 by President of the European Commission Ursula von der Leyen and First Lady of Ukraine Olena Zelenska, Ukrainian communities received over 370 school buses.
The ceremony was also attended by Minister of Education and Science Oksen Lisovyi and community representatives. The First Lady expressed her gratitude to the European Commission for the assistance.
“Last year, during my visit to the European Parliament, I talked about this need to Madam President of the European Commission Ursula von der Leyen. And now, Ukrainian communities are receiving over 370 buses. This is a great manifestation of solidarity. This is a direct route to the future of children, both theirs and the whole country, in the midst of war. This is what school buses are, and this is why they are important,” the President’s wife said.
As part of this campaign, the European Commission purchased 100 buses at a total cost of approximately EUR 14 million. Public and private organizations in EU member countries provided an additional 271 school buses through the EU Civil Protection Mechanism coordinated by the European Commission.
Ursula von der Leyen, the President of the European Commission, stated, “This brutal war has robbed thousands of Ukrainian children of the innocence of childhood. But it will not deprive them of the bright and happy future they deserve. That’s why I’m happy that we can help to take the children of Ukraine to school, safely. Providing over 370 school buses by the European Commission and member states demonstrates our shared commitment to the future generations of Ukrainians.”
Olena Zelenska expressed her gratitude to European partners for this valuable contribution to education and supporting children in Ukraine. The delivered buses will be distributed among six regions affected by Russian aggression: Kyiv, Sumy, Mykolaiv, Dnipropetrovsk, Lviv, and Chernihiv.
“The need for buses still exists. Currently, we lack approximately 2,100 buses, including more than 200 units of transport for children with disabilities. Therefore, partner assistance is extremely important for Ukrainian communities and students,” Minister of Education and Science Oksen Lisovyi said.
Olena Zelenska also mentioned that among the new buses, there are inclusive ones equipped with lifts for students who use wheelchairs. This will help ensure access to education for all Ukrainian students.
“I wish the communities that receive them to make good use of these buses. Our children endure all the hardships of wartime with resilience and have the courage to learn. So, we need create the best conditions for them. It’s our duty,” Olena Zelenska said.

Day 619 of the russian full-scale military aggression against Ukraine continues.
During the day of November 4, there were 71x combat engagements. The enemy launched a total of 6x missile and 18x air strikes, 33x MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the attacks have wounded civilians. Private residential buildings and other civilian infrastructure were destroyed or damaged.
The operational situation in east and south of Ukraine remains difficult.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
Sivershchyna and Slobozhanshchyna axes: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 15x settlements came under enemy artillery and mortar fire, including Vyntorivka, Seredyna-Buda, Prohres, Rozhkovychi, Druzhba, Baranivka (Sumy oblast), Veterynarne, Vovchansk, Budarky, Stroivka (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Synkivka and Ivanivka (Kharkiv oblast). The Ukrainian defenders repelled 6x attacks in the area. The invaders fired artillery and mortars at the settlements of Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: the Ukrainian defenders repelled 2x enemy attacks near Bilohorivka (Luhansk oblast). The invaders launched air strikes in the vicinities of Serebryanske forestry and Katerynivka (Donetsk oblast). The occupiers fired artillery and mortars at more than 10x settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Serebryanka, Spirne (Donetsk oblast).
BAKHMUT AXIS: the enemy made 7x unsuccessful attempts to regain lost ground near Klishchiivka and Andriivka (Donetsk oblast). At the same time, the invaders conducted assaults near Bohdanivka (Donetsk oblast), to no success. About 10x settlements came under artillery and mortar fire, including Markove, Chasiv Yar, Ivanivske, Bila Hora, New York (Donetsk oblast).
AVDIIVKA AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Stepove, Sjeverne, Avdiivka, Pervomaiske (Donetsk oblast), where the Ukrainian Defense Forces repelled 20x attacks. Also, the adversary launched an air strike in the vicinity of Berdychi (Donetsk oblast). The enemy fired artillery and mortars at more than 10x settlements, including Sukha Balka, Keramik, Tonenke, Avdiivka, Pervomaiske (Donetsk oblast).
MARYINKA AXIS: the adversary conducted unsuccessful assault operations with air support in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast). The Ukrainian defenders repelled 15x attacks in that area. More than 10x settlements of Donetsk oblast, including Krasnohorivka, Maryinka, Pobjeda, Novomykhailivka, were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the adversary conducted assault operations with air support in the vicinity of Staromaiorske (Donetsk oblast), to no success. Around 10x settlements, including Vuhledar, Zolota Nyva, Bohoyavlenka, Blahodatne, Urozhaine (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the occupiers launched an air strike near Novodanylivka (Zaporizhzhia oblast). More than 20x settlements, including Levadne, Hulyaipole, Charivne, Shcherbaky, Pyatykhatky (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the occupiers launched air strikes in the vicinities of Respublikanets, Chervonyi Mayak, Tyahynka, Ivanivka, Tokarivka, Mykilske (Kherson oblast). The settlements of Mykhailivka, Kachkarivka, Vesele, Tyahynka, Romashkove (Kherson oblast), the city of Kherson, and Solonchaky (Mykolaiv oblast) suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
During the day of November 4, Ukrainian Air Force launched 3x air strikes on concentrations of troops, weapons and military equipment of the occupiers.
The Ukrainian missile troops hit 1x artillery system of the russian invaders.
