Every city should have an enclosed area for the homeless, where they can do what they want and social services are provided. However, they can’t hang around anywhere else.

Every major city used to have a Skid Row district. And a Red Light district. Places where lowlifes and perverts could do as they pleased, so long as they didn't export their lifestyles outside those districts.
