They push hard for about 2 feet, they meet resistance, so they back off 1 foot. Then they wait a bit, push hard for another 2 feet, meet a bit of resistance, then back off 1 foot. Every time, they make gains while the right recedes.

That's a fact.
How many times have the RATs asked for a 100% increase, get a 50% increase then scream it's a cut ?
The RATs have always been masters of incrementalism.
Under Pres. Biden, they are going after the whole 9 yards and trying, with some success, to codify it.
