Find a deserted island in the middle of the Pacific or Atlantic, something large enough to accommodate them all. Demand that all Arab countries supply everything from housing units to food to medical supplies. No one can migrate from it.

Israel could have given the palestinians their own country. Give them 1/4 of the southern part of the Sinai. Maybe even offer bus transportation to take them there.
