I doubt that it would be expunged. That procedure is available to juvenile offenders, not adults. In cases of adult offenders, the very act of pleading guilty and paying a fine preempts the record from being expunged. It will always be with him. A judge taking a guilty plea from an adult, even a juvenile adult like Sparky Bowman, has no authority to order the arrest expunged.
