Sort of. It means that the line has been tested up to six pounds of tension before it snaps. It is possible to land fish weigh much more than the test weight of the line. This is proof of that.

My grand dad was 5’5 or less. I had a picture of a catfish he pulled out of Lake of the Ozarks in the 40s that was longer than he was tall. They nailed the jaw to a tree to skin it.
