Ukrainian troops planning to intensify missile attacks on Russian military targets

This winter, Ukrainian forces are planning missile attacks on Russian command centers, ammunition depots, and supply lines deep within enemy territory. If the Ukrainian Armed Forces manage to disrupt the logistics of the adversary, the occupiers will literally get wet and cold, The New York Times reports. According to the publication, the Ukrainian Armed Forces aim to reduce the combat readiness of Russian troops. Notably, the ATACMS missiles recently provided by the United States give Ukrainian forces the capability to strike Russian positions across the entire occupied territory. Furthermore, every kilometer of advancement by the Ukrainian Armed Forces in the south creates new problems for the occupiers. However, as mentioned in the article, Russia in 2023 has learned to adapt much better to combat operations than last year. Russia may attempt to change supply routes or use its artillery and aviation to counter the bombardment by Ukrainian forces. According to analyst Jack Watling, if Russian troops are drawn into the defense along a wide front, “then Russian forces will be outside, getting wet and cold.” “If targeted strikes can degrade their logistics, then the limited training and field craft of Russian forces can maximize climactic injuries,” he explained. In turn, Russian forces will target the civilian energy infrastructure of Ukraine.

Oleh Nemchinov holds working meeting on activities of NACP Head Selection Commission

On 25 October, Minister of the Cabinet of Ministers of Ukraine Oleh Nemchinov held a working meeting to discuss organizational issues related to the activities of the Selection Commission for the post of Head of the National Agency on Corruption Prevention.

The meeting was also attended by representatives of the Secretariat of the Cabinet of Ministers of Ukraine, members of the Selection Commission and representatives of the international donor community. The participants expressed their vision of the competitive selection process and discussed issues related to the organization of the Selection Commission’s activities.

The term of office of the Head of the National Agency on Corruption Prevention expires on 15 January 2024. In accordance with the Law of Ukraine “On Prevention of Corruption”, the Selection Commission, which is formed no later than two months before the expiry of the term of office, organizes and conducts the competitive selection for the position of the Head of the NACP.

The Resolution of the Cabinet of Ministers of Ukraine of 13 October 2023 No. 944 approved the composition of the Commission for the selection of the Head of the National Agency on Corruption Prevention, which includes 3 members nominated by donors (Laura Ştefan, Matthew Murray, Andrii Kozlov), 3 members nominated by the Government (Nataliia Onishchenko, Tetiana Tsuvina, Alla Ivanovska), and 2 persons to replace the members of the Selection Commission in case of early termination of their powers (Oleh Gylyaka and Nona Tsotsoria), one person each from the Government and donors.

“Thus, the Government has now ensured compliance with the requirements of the Law on the terms and procedure for forming the Selection Commission. We express our gratitude to the donors for their active participation in the formation of the Selection Commission. We look forward to further fruitful cooperation and constructive dialogue,” said Oleh Nemchinov, Minister of the Cabinet of Ministers.

The next step is to launch the competitive selection process. In this regard, the Commission’s priority actions are as follows:
• holding an inaugural meeting in the near future to elect the chair and secretary of the Selection Commission;
• establishing a secretariat of the Selection Commission to assist in its activities;
• developing and approving the rules of procedure, criteria and methodology for evaluating candidates for the position of the NACP Head;
• determining the terms and conditions of the competition;
• starting accepting documents from persons applying for participation in the competition.

Biden Allots Additional $150 million U.S. Military Assistance for Ukraine

Today, the United States is announcing a new tranche of weapons and equipment to help Ukraine succeed on the battlefield and protect its people from Russia’s brutal invasion.

This new package of arms and equipment includes air defense, artillery, anti-tank, and other capabilities which will further enhance Ukraine’s capacity to defend its territory against Russian offensives while continuing its counter-offensive against Russia’s forces. Ukraine’s forces are fighting bravely to reclaim territory seized by Russia’s forces, and this additional support will help them continue making progress.

This package provides $150 million of arms and equipment authorized under previously directed draw-downs for Ukraine.
