"Empowering McHenry" is not a viable choice.
I question the constitutionality of bypassing choosing a Speaker with some kind of "temporary Speaker". If they are going to vote for a limited-powers speaker, just vote for a Speaker. Any kind of half-Speaker will just take the pressure off of them to choose a proper Speaker.
If they want McHenry, let him announce for the full Speakership. If they want to keep the "temporary" option, then keep the motion to vacate rule in effect.
