Most willing or most able? But yes, all land belongs only to those who can defend it. It’s (supposedly) why we pay our taxes and (supposedly) why it’s the government’s job to enforce our borders. But often the definition of who the land belongs to is based on who have lived there the longest, in which case it is the Jews hands down. Native Americans never claimed to own all of the United States, by the way. They only lived on their tribal lands, which they are compensated for by their reservations—they own that land and make their own laws, as if they were independent countries. But I actually prefer the Crocodile Dundee interpretation: arguing who owns the land is like two fleas arguing who owns the dog they live on.
