They are just being told to clear past the Wadi River... which is about 10 miles to the south of Gaza city. They are not being told to leave Gaza entirely. Just the north. Egypt nor Israel is going to let them in.
Once they are moved to the south, Israel will go in and clean up the Gaza war machine, the tunnels, the weapons caches etc which are mostly in Gaza city. It will still be a mess as they will face resistance and booby traps and unexpected quagmires. But, if most of the entire population of Gaza is located south of the Wadi, it is easier to deliver the civilian evacuees humanitarian aid. Food, medicine, water, blankets etc.
