If the neighbor is allowed to put up a privacy wall that tall, shes out of luck. At this point the complainer sounds like a big ol Karen.
I do know Canada and their metro areas are sticklers for building codes and what you can/can’t do in hoa’s or condos or even your own ho,e, so its probably legal the neighbors put it up.

I had a good pal who had a neat building in Manhattan Beach, CA, with a panoramic view from Palos Verdes to Orange county. He was about 5 blocks back from the beach. Built right in front of him was a large apartment building which simply canceled his view. He now had and has a view of 8 apartment balconies. It sucked, bigly, remarkably, dramatically.
In the ‘80s in Alaska, we cleared a lot to build a new home. The clearing opened up a spectacular mountain view for the people across the street. They had no idea there was such a view behind all those trees.
They actually went to a lawyer and got a Cease And Desist order in an attempt to prevent us from building on our property. LOL! We built the house — and had a spectacular view.
