False. The Speaker Pro Tem fills in for the Speaker until a new one is elected. The only time the House must have a speaker elected is in January of a new Congress. Once the Speaker is elected, new members sworn in and the rules set, they do not have to have a duly elected Speaker.
If weve learned anything over the last 3 years, if the government wants to do something it will do what it wishes. Rules and procedures no longer matter.
