Steps? For protection? No steps. In fact the opposite has been happening. Cops have been defunded as well as the military. I would not be surprised in the least if a foreign army, terror group started mass killing civilians in every town, city.

take your own steps... prepare to protect your family and home and get to know your neighbors... have food reserve and know your weapons and be observant and buy what you think you will need while you still can get it.
The citizens of this country has weapons and we will use them.
