I once did something similar. As I walked into a gas station bathroom, a Pennsylvania state trooper was exiting the stall. I entered the stall and saw urine all over the seat.
I looked at the cop and said “Hey. Get back here and clean off the seat.”
He sheepishly did so. What a slob.

I’m sure ive seen it happen they call it a “public order offense” if you shout at them, etc. and they will book you for it
That’s gross! Before I retired, there were a couple times I went into the Men’s room at work, went into a stall, and actually SAT in someone’s pee. Whoever did it, the lazy ass couldn’t be bothered to lift the seat before he whizzed. Wanna know the best part? There was a urinal there…
