During a working trip to Kharkiv region, President of Ukraine Volodymyr Zelenskyy paid a visit to the 15th mobile border guard detachment of the brigade type “Steel Border” of the State Border Guard Service, as well as the 113th and 125th separate brigades of the Territorial Defense Forces of the Armed Forces of Ukraine, which perform tasks as part of “Kharkiv” operational grouping of troops.

The 15th mobile border guard detachment “Steel Border” performed combat missions in the areas of “Bakhmut” tactical group and “Soledar” operational-tactical grouping. The brigade consists of servicemen who were the first to face the enemy at the border, participated in the battles for Azovstal, were on the defense line in the Lyman and Bakhmut directions and defended the state borders from the Russian aggressor.

Since the beginning of Russia’s full-scale invasion, the 113th separate brigade of the Territorial Defense Forces has been defending Ukraine as part of “Kharkiv” operational grouping of troops. It defended the city of Kharkiv from the invaders. During the counteroffensive in September 2022, the brigade’s battalions participated in the de-occupation of more than 60 settlements, including the liberation of Vasylenkove and Artemivka in Kharkiv region. After the counteroffensive, the warriors performed tasks on the border of Kharkiv, Luhansk and Donetsk regions. The brigade received a battle flag for participation in combat operations.

The 125th separate brigade of the Territorial Defense Forces performed combat missions to defend Donetsk, Kharkiv and Sumy regions. The brigade’s battalions, together with other units of the Armed Forces of Ukraine, liberated Ozerne, Dibrova, Torske and Yampil in Donetsk region. The servicemen took part in battles near Bakhmut.

The Head of State discussed the operational situation on the frontline and the priority needs of the units with the brigade and battalion commanders.

In Kharkiv, Volodymyr Zelenskyy held a meeting on the security situation in the Kupyansk-Lyman area, where the enemy has launched active offensive operations.

The President listened to the report by commander of “Khortytsia” operational-strategic grouping of troops Oleksandr Syrskyi on the defense of Kharkiv region and offensive actions in Bakhmut and other areas. The supply of weapons, ammunition and reserves to the troops was also addressed. The parties discussed the effectiveness of the use of UAVs by Ukrainian defenders and the fight against enemy drones.

In addition, the Head of State heard reports from local heads of the Security Service of Ukraine on counterintelligence and counter-subversion activities in the region, as well as from the National Police on the evacuation of people from dangerous areas and liquidation of the consequences of enemy shelling.

The President presented state awards to servicemen who distinguished themselves during the defense of Kharkiv region.

During a working trip to Kharkiv region, President of Ukraine Volodymyr Zelenskyy paid a visit to the 103rd separate brigade of the Territorial Defense Forces of the Armed Forces of Ukraine, the 68th separate jaeger brigade, and the 25th separate airborne brigade “Sicheslav”, which are performing combat missions in the Kupyansk-Lyman area.

Since the beginning of the full-scale Russian invasion, the 103rd separate brigade of the Territorial Defense Forces has been performing combat missions, in particular, as part of the “Lyman” operational-tactical grouping, and since June 2022, the brigade’s units have been fighting for the freedom of Ukraine as part of the “Khortytsia” operational-strategic grouping of troops. Last year, during the counteroffensive of the Armed Forces of Ukraine in Kharkiv region, the warriors of the 103rd brigade participated in the liberation of the village of Ozerne and returned the Ukrainian flag to Dibrova and Yampil in Donetsk region.

Since August 2022, the 68th separate jaeger brigade has been performing combat missions as part of the “Khortytsia” and “Tavria” operational-strategic groupings of troops. The brigade was involved in battles in the Vuhledar sector. This year, in June, its warriors liberated the village of Blahodatne, Donetsk region.

The servicemen of the 25th separate airborne brigade participated in the defense of Ukraine’s sovereignty and territorial integrity during the anti-terrorist operation in Donetsk and Luhansk regions in 2014-2019. In 2022, the brigade distinguished itself during the counteroffensive in the area of Balakliya, Kharkiv region. Its units took part in the liberation of Izyum and the occupied territories in Luhansk region. The 25th separate airborne brigade was awarded the Presidential Honorary Award “For Courage and Bravery” for special combat merits, courage, bravery and heroism shown during combat missions.

The Head of State listened to the report of the commander of the “Lyman” operational-tactical grouping Oleksandr Hruzevych on the operational situation in the area of responsibility. The Kupyansk-Lyman direction is one of the hottest on the frontline. The Russian occupiers are constantly trying to conduct offensive actions there.

The President listened to the reports of the brigade commanders on the operational situation on the battlefield, the course of offensive and defensive actions of their units.

During the conversation with the commanders, Volodymyr Zelenskyy received information about the priority needs of the units, among which the military most often mentioned frontline air defense and electronic warfare equipment, as well as certain types of ammunition. They also emphasized the need to simplify regulatory procedures and eliminate bureaucratic obstacles that impede manning.

The President also presented awards to the servicemen and combat medics who distinguished themselves while defending Ukraine.

“I am honored to be here today, to thank you and your brothers-in-arms for defending our country, for every day and night you sacrifice for all of us, without sparing yourself. This is a very important mission. I wish all of you nothing but victory, health, to come back alive, not to lose motivation, with which you so strongly defend the sovereignty of our state and the future of our generations,” Volodymyr Zelenskyy said.

The memory of the fallen warriors was honored with a moment of silence.

The Head of State also paid a visit to the tank unit of the 21st separate mechanized brigade, where he saw the equipment transferred to the Ukrainian army by Western partners, in particular Leopard 2 tanks and CV-90 infantry fighting vehicles used in battles in the Kupyansk sector.

The President spoke with the crews of tanks and infantry fighting vehicles.

Denys Shmyhal: This year’s harvest is expected to exceed 79 million tonnes

The draft state budget for 2024 includes resources to help the agricultural sector: affordable business loans, grant programs, and compensation for the purchase of Ukrainian agricultural machinery. This was stated by Prime Minister Denys Shmyhal during a Government meeting on October 3.

“In addition, we will allocate UAH 2 billion for humanitarian demining. In particular, for compensation when farmers purchase demining services at open auctions,” the Prime Minister added.

According to Denys Shmyhal, in 2023, farmers received more than UAH 33 billion in loans under the 5-7-9 program, and more than UAH 56 billion under all loan programs.
At the same time, the Prime Minister noted that the Ministry of Agrarian Policy and Food forecasted that this year’s harvest would be over 79 million tonnes. This is 10% more than last year. Almost 42 million tonnes of grains and oilseeds have already been harvested.

“This is the result not only of favorable weather but also of consistent support for farmers.

A good harvest means that Ukraine will retain its strategic importance as a guarantor of global food security. About 25% of the harvested grain is sufficient for our domestic needs, while the rest needs to be exported. Because these are resources for farmers, foreign exchange earnings for the state, and food for starving countries,” the Prime Minister emphasized.

Denys Shmyhal noted that bridges rather than walls should be built on the western border now.

“We need wide transit routes for food exports. This is important for the sustainability of our economy. It is important for the world, because it is global food security,” Denys Shmyhal emphasized.

According to the Prime Minister, Ukraine is counting on the effectiveness of the proposed mechanism for verification and control of Ukrainian agricultural exports, on transit Solidarity Lanes with the EU, on expanding the capacity of the Danube ports and on new grain corridors.
