Yes. In fact not by dropping a distance but by removing the stool or footing beneath them to leave them slowly strangling to death. The term “hangers on” referred to family of the condemned, including young children, walking up and pulling on the hanging victims legs and clothing to make them strangle faster. I can’t even imagine this.
