I think they have not used all the prior funds released to them - in other words they ask for weapons and if they aren’t inventory then they ‘draw down’ the funds in their account. The Ukraine receives funding from many different accounts - so while they didn’t get money this time, they are probably ‘entitled’ to too much more from prior ‘gifting’.
This should get the Ukraine’s and other countries’ attention. Poland said they weren’t going to send the Ukraine more weapons. An analyst said this looks like Poland would never have said that unless Biden had given Poland the green light to play that role - to push for negotiations.
Other investors are starting to back away from funding the Ukraine and the US has provided most of the funding, so if people see the US starting to limit gifts then others will back away more quickly. The truth is getting out and people are getting cold feet. This is good news - but I do wish we could purge all ‘unused’ grants (billions) still to be dispersed from Biden’s prior gift giving extravaganzas.
The US has NOT provided most of the funding. The collective effort from the Euros is much larger. The US is the single largest provider of weapons, but financial aid from the Euros considerably outstrips financial aid from the US.
