Stalin didn't think much of Ukraine beyond it being a vassal region of the USSR with a very expendable population, but Kruschev thought differently, so the USSR expanded Ukraine to include Crimea in the mid 1950s.

With Gorbachev's Perestroika, the separation between the Federal Socialist Republic of Russia and the other fourteen Soviet Socialist Republics (Armenia, Azerbaijan, Belorussia, Estonia, Georgia, Kazakhstan, Kirgiziya, Latvia, Lithuania, Moldavia Tajikistan, Turkmenistan, Ukraine, and Uzbekistan) provided bases for devolution and independence movements.

While all fifteen countries remained subordinate to the Supreme Soviet, all fifteen countries were governed at arms length from each other and the closer it got to 1991, the more devolved they got. If you struggle to understand it, think like this: Washington DC holds the seats of federal power but if the District sat in Northern Virginia it still wouldn't mean Virginia can dictate to Texas how Texas runs things. Likewise, it doesn't matter where the Supreme Soviet sat; the hosting city and country didn't have rights over Ukraine.

When Russia and the other republics signed the Belovezha Accords, they all agreed to abolish the Supreme Soviet, and the apparatus around it, i.e. from that point on the USSR no longer existed at all and all the subordinate states were independent OF EACH OTHER. The preamble of the document stated that "the USSR as a subject of international law and a geopolitical reality no longer exists." Article 1 of the Agreement read: "The High Contracting Parties shall constitute the Commonwealth of Independent States (CIS)”. The agreement stated a desire to develop cooperation in political, economic, humanitarian, cultural and other fields. Parties guaranteed their citizens equal rights and freedoms, irrespective of their nationality or other differences; accepted and respected the territorial integrity of each other and the inviolability of existing borders within the Commonwealth, as well as the openness of borders, free movement of citizens and transfer of information within the Commonwealth. Article 14 determined the city of Minsk the official seat of the coordinating bodies of the Commonwealth.

In the next breath the Belovezha Accords said the center of the new CIS would be in Belarus, so not only was the First Minsk Agreement one that guaranteed Ukraine's independence from Muscovy, it's also the agreement that said the structure replacing the USSR would be based in Minsk not Moscow. if you actually believed the "But... It's OURS!" bullshit from Russia you should actually be arguing that Lukashenko is the rightful ruler over annexed Ukraine, not Putin. Funnily enough, nobody argues that because everyone knows the whole thing about Russia owning ANY bits of Ukraine based on something preceding the 1954 Soviet border changes by an order of several decades is complete and utter bullshit.

The U.S. should continue to ensure the war does not expand beyond the borders of Ukraine, and increase diplomatic efforts with all relevant parties to end the war on the best terms possible for Kyiv—all of which are beneficial to American interests.
