“But watching the whole thing...it didn’t look like the incoming flight intersected runway 27 that Connie 690 was on.”
It certainly looked like it did.
“The jet landing on the intersecting runway took an exit prior to the intersection, so in reality a collision won’t going to happen.
kudos to the controller.”
Did the incoming see the other moving?
Controller folded them to take Tango North but Tango is near 18L son unclear which exit from 10C was intended.
Depending on speed the exit taken would be preferred.
“I have a friend that is a ground traffic controller at PHL. Next time I see him I’ll ask at what point the switch-over from GTC to ATC and vice versa takes place. Seems like that would always be a critical interval.”
The tower controls landings and takeoffs, Ground controls taxiways.

Rereading your post I believe you are saying incoming flight did not cross 27.
“Seems like that would always be a critical interval.”
No. Heavy was controlled totally by tower.
Tenerife, March 27, 1977. 583 dead. I think that’s the most for any airline disaster. But more than three times as many died when the Sultana exploded near Memphis in 1865.
I thought the aircraft was given “line up and wait” which is not a clearance for take off.
