Not many details on how this is supposed to happen and prevent other states’ cars from entering those with the “ban”. It’s going to be pretty tough to enforce this and not too difficult to circumvent. Will probably create a grey market for “used cars” from outside of the banning states.

They can’t.
The interstate commerce cause prohibits it (not that the Democrats care about the Constitution but the other states may have a say about it).
They could (eventually) make it hard or impossible to get fuel.

The rat states will refuse to register ICE cars.
So no buying new or used cars from out of state.
The car makers will not make cars they can only sell in half of the states.
So no new ICE cars will be made.
The only hope to stop this BS is the 24 election. Last chance.
It should be mentioned that
ICE cars won’t be banned in
these states. What is banned
is the sale of new ICE cars.
Only new EV’s will be sold in
these states. Laws will probably
be put in place where used ICE
vehicles coming in to the state
can’t be registered, and all
ICE vehicles left thru attrition
in the state will have to
pass an impossible to meet
new set of emissions standards.
If they don’t pass, they don’t
get registered.
If the state wants ICE cars off
the road, they’ll figure out
a way to accomplish this task.
I think these bans will fall apart of their own unpopularity well before 2035.
But say these bans & mandates stay on track, I’d expect to see increasing theft of older but still dependable ICE vehicles, as the scarcity must increase their resale value .
