She is reading from the bill and basically to summarise it says the Defense Secretary (not a Republican obviously) can do what we wants with it.

Or something to that effect.

Why are they sneaking that in?

That’s how and why they are sneaking it in. Then “We need to increase funding for the USAI”. (that sounds harmless, right? It even has USA in it)
