The wrinkled brow (center, between the eyebrows) is distinctive and looks exactly the same in both photos.

Different ears. Different head. Giving the new one a mustache and no beard helps with the deception.
...different lighting, different angle
Profile photos are the most effective at showing the cranial differences. Brow ridges are MUCH heavier in the "old" Fetterman. And, as you pointed out, the head itself is different. The slope of the skull is not even close to similar between the "old" and "new" Fetterman. Also, "old" Fetterman has a strong but primitive-looking chin. "New" Fetterman in profile has almost no chin.
I never noticed some of the glaring differences until I saw the profile pics.
