I think Kadyrov is far too outspoken, flamboyant and unpredictable for Putin. He has been critical of the "Special Military Operation", belittled Russian troops and presented his own as far superior, and publicly refused to participate in mobilizations. Depending on which way the wind blows, Kadyrov would likely betray Russia.
