I grew up in Queens and worked summers as a seasonal parkman. What impressed me was the sloth and unproductiveness of the full time civil servants. I do not think it is an exaggeration to say that a private contractor could do the same amount of work as those civil servants with about 10% of the staff, but not if that 10% were drawn from the same pool. Civil service creates perverse incentives for work-avoidance and goldbricking.
