Since 2011 PSG has been owned by the Emir of Qatar. The ownership doesn't seem to have any true understanding of world football / soccer and have tried to win by going out and buying superstars. That said, football/soccer is a team sport, and you need to build a team - not a collection of superstars.

They thought that by bringing Neymar in they would have all they needed to win the Champions League title. They didn't, and the fans then started blaming him. Before he went to PSG he was part of one of the most productive and iconic attacking trio in history: Messi, Suarez, and Neymar. Messi and Suarez wanted to support Neymar’s career. He was loved at Barcelona. PSG was/is a mercenary club, and when they didn't win Champions League the ownership and fans soured on him.
