Almost certainly an otter. There have been several photographs of otters starting to dive in Lock Ness. The raise their tail as they go under, and the tip often flips to a side, giving the appearance of a neck and slender head, particularly at a distance.

This photograph has nothing to scale it. It is just a blur. Probably an otter.
