I think it is getting worse. Nobody in their right mind wants to be a cop, and this is the result.

I saw it go into high gear when the war on drugs was declared. It psychologically removed all the respect for Constitutional checks and balances. Society was just fine with giving up all their Constitutional rights to the “Angels who are tasked with defeating the drugs of Satan”.
And to this day the angels are afforded full authority and power over life or death to save us from Satan. They can do no wrong.
“Here’s one. A state trooper asks a motorist for his ID. Motorist attempts to obey, and reaches into his car for his ID. State trooper shoots motorist.”
This has happened hundreds of times across the country, also pedestrians reaching for ID after asked for it. Most times the truth is not even reported or covered up.
If you are afraid of cattle you probably should not be a cowboy for a living. And this is what we are, just cattle and expendable at will.
This very thing you mention happened in Baltimore about 20 years ago with fatal results. The cops were looking for a stolen car. The cops pulled over a teenage boy and his date. The teenagers were on a date. If I remember correctly it wasn't even the correct type of car the police were looking for. One cop yells to not move and the other told him to get out of the car. The cops kept yelling opposing statements until the boy goes to get out of the car. The cop yelling to "not move" proceeded to shoot and kill the boy. The cops were not charged and placed back on the street.
Every police shooting investigation should include the question “what efforts were made to de-escalate the situation”?

Training needs to be to a state-wide or nation-wide standard.

driver hands on top of steering wheel
front passenger hands on dashboard

I have not watched the video but the still picture shows the ex-cop standing in front of the vehicle--a very foolish position tactically.
If the vehicle were not in "park" and shut off it could quickly become a multi-ton weapon.
A few years ago. The legal carrier in Texas in a big box parking lot. One cop said raise your hands, the other said throw your gun(holstered) on the ground. One of the two was bound to kill him and did. All because a woman saw the gun under his jacket in the store and got righteous and convinced the dispatcher that she had seen a mass murderer.
no. He had two knives in the car but not on him. The cop said I will shoot you and immediately shot him through the glass then went around front and shot him through the windshield. just to make sure. Typical Philly.
This is why open carry should be practiced. Make it “normal” to see firearms all the time.
