I congratulated our intelligence officers, our heroes, on the Day of Military Intelligence of Ukraine.
We all realize how cool our intelligence officers are. True bravery, powerful results. I thanked the MID on behalf of the whole of Ukraine.
Today I officially introduced the new Minister of Defense of Ukraine Rustem Umerov. He is a strong person. A systemic person. He has a good understanding of the defense sector. From the first days of the full-scale war, he has been involved in negotiations on weapons for Ukraine. Very sensitive negotiations. Productive. He is also engaged in negotiations on the release of our people from Russian captivity. Rustem also has important results for Ukraine in this regard.
He can reboot the work of the Ministry of Defense. This is exactly what is needed now.
Today’s international talks include a conversation with British Prime Minister Sunak and Israeli Prime Minister Netanyahu. Of course, the main topic is security.
I held several important meetings on our international work. This September we have to achieve several very specific results in our work with partners. This includes new weapons for Ukraine - we are preparing the news. And our diplomatic efforts to unite even more countries to restore peace on our entire land. We are preparing more global pressure on Russia.
And our warriors... the National Guard…
The 12th special purpose brigade fighting in the east of our country... As well as the 3rd and 15th brigades of the National Guard fighting in the southern areas... I thank you, warriors, for the very, very effective destruction of the occupiers!

This is because the war between Ukraine and Russia is now being fought not only by the armed forces of both sides, but also by volunteer military units. These partisan units have created a separate network of forces within the Ukrainian army. Especially today, while the Ukrainian offensive plans were underway both in Donetsk and Zaporizhia, the activities of the partisan movement in Luhansk, which formed a separate force within the Ukrainian army, were crowning the victories of the Ukrainian forces. In addition, the fact that the majority of the Russian troops on the Luhansk front lines were composed of mobilized men made the work of the Ukrainian partisans easier. These Russian troops in Luhansk are inexperienced and lack military training.
This makes it much easier for Ukrainian partisans in this region. Thanks to this advantage, the latest partisan groups carried out a successful operation on the Luhansk front line. This week’s actions of Ukrainian partisans operating to break the connection between the Russian borders and Luhansk made quite a stir. Here are the critical details of the latest action of the partisan groups. The customs chief of the so-called Luhansk People’s Republic of the Security Service of Ukraine was seriously wounded. A special operation organized by Ukrainian partisans targeted Yuriy Afanasievsky in his apartment. According to preliminary reports, the transmitter of a bomb device was placed in a phone belonging to Afanasievsky. After Yuriy Afanasievsky activated this device, a very violent explosion occurred in his apartment. Afanasievsky suffered multiple shrapnel wounds to his head, neck and abdomen as a result of the attack. Currently, Yuriy Afanasievsky is in intensive care and his condition remains serious.
A source in the Security Service of Ukraine reported that Afanasievsky was appointed as a Russian substitute with the rank of major general and served as an agent of the central apparatus of the Moscow Federal Security Service. In this position, the Russian general was known both as the main financier of the head of the so-called LPR Leonid Pasichnyk and for using laundered money to finance paramilitary groups fighting against Ukraine, Ukrainian Intelligence said in its report. Yuriy Afanasievsky was also subject to personal sanctions imposed by the EU, the UK, Canada, Switzerland and Japan.
So the Ukrainian partisans have done a stunning job in getting Afanasievsky. As you may recall, shortly before that, Ukrainian partisans also carried out a raid and sabotage operation on the OMON headquarters in Enerhodar in the temporarily occupied Zaporizhia. The riot police headquarters in Enerhodar, where Kadyrovtsy was stationed, was blown up by Ukrainian partisans. So this stunning offensive operation was also carried out by Ukrainian partisans. We know that the light of hope is not extinguished in the occupied regions of Ukraine.
