The National Guard as part of the US Army reports to the POTUS.
Through the governors, the President has to “federalize” them first to relieve state control.
I too am a bit confused about how Pelosi fits into this. The President is the C-in-C of the small DC National Guard. He doesn’t need Pelosi’s permission to activate them.
And he doesn’t need Pelosi’s permission to federalize any other Guard force.
But I suppose Pelosi can deny the Guard permission to enter the Capitol grounds. Maybe that’s where the problem is.
The National Guard belongs to the Governors until it is federalized, then the President has control.
