Apparently only as an afterthought. Biden had turned and appeared - albeit ever so slightly - to be moving off the podium with no salute at all. The recipient initiated a salute and in the moment Biden caught himself and returned a Hollywood salute. His handlers no doubt told him to read the teleprompter, hang the thing around the guy's neck and get off the podium.
He certainly looked shocked. Imagine a career military man like Taylor, gave every moment to the defense of the US Constitution, and ShitBrittle runs out for a diaper change.
This setup is sweeter than 2016. In fact, I'm chosing this moment to change my tagline: TrumpII.
