I am not sure what you believe has changed. All Russian men between the ages of 18 and 30 are already required to have served a year in the military with a number of exclusions. It has been that way since 1917 when the commies took over.

IIRC, the upper age used to be lower.
Also, conscripts are NOT SUPPOSED to be shipped outside of Russia.
But mistakes happen and Russia claims most of Ukraine as Russian territory...
And for some reason, most conscripts come from outside of the Moscow-St Petersberg area.
