In contracts, and legally binding agreements (especially in international relations)? Yeah, you should. Because what might be a “man-to-man” agreement between parties ENDS when one or both of those parties’ authority ends.

You do know, don’t you, that Russia is more corrupt than Ukraine? There are scores of studies that list the level of corruption of countries, and Russia is routinely identified as being more corrupt than Ukraine (though, granted, not by much).
