No he's not. For most of the small group of people that paid attention to the debate, he was an amusing Jar Jar Binks sprung to life.

For a small portion of the already small group, this guy will have superfans, as did Ron Paul, Herman Cane and Alan Keyes before him. The common thread there is the focus on saying outlandish stuff that will never, ever happen.
