the fund is a figment of imagination. An accounting bucket that acounts for money. But there is no money in this fictitious bucket. The fund is nothing more than a number of how much money was collected and how much was paid out but the money was spent decades ago. Thats why it does not matter if it goes negative. our debt is our debt. And this number going negative is not of any importance. We will just print like we have been doing since the depression.
