Nope. The SWAN shuttle was moving before the bus came alongside and pulled over into the shuttle’s lane.

I watched the same video you did and whether the bus driver cut off the shuttle or not, a human would not have hit the bus.

Looks to me like the big bus was already coming up and started pulling into the dropoff or turn lane when the little one started turning into the main road. Hard to tell from that video, but I'm sure the bus driver was expecting the stopped shuttle to stay stopped while he pulled in front of it. Usually the already moving vehicle has the right-of-way.
