The complaint details the horror story of Willey, a retired Marine with 25 years of service (during which he served in front-line combat), who ran afoul of some minor zoning laws in his county.

The situation escalated over the years to the point where the county official, Susan Webb, Director of Planning and Zoning for Dorchester County, decided to punish Willey by asking a local judge to issue an RFL against him. The local sheriff got involved and Willey suffered the loss not only of his firearms and ammunition, but of his personal dignity as well.

I am not sure (based on my reading of the lawsuit excerpts), that Willey EVER ran afoul of any zoning laws.

I am pretty sure that the crazy cat lady Susan Webb, is guilty of official oppression ... but there is no practical legal remedy for that, at least in Maryland.
