That’s not a French Riviera photo. I’ve been there quite a few times and the women don’t wear bras.
Heck, half the time they don’t wear tops, even off the beach.
My first time there I took the public bus from Nice to Monaco and women of all ages were topless on the bus. (And some of them could have tucked them in their waistbands.)
