No, the findings are not illegal. There is no prohibition on having two different grand juries investigate to determine if crimes were committed in their districts. In fact, Smith could impanel another grand jury in New Jersey to investigate the issue with the Milley document that Trump allegedly shared with people at his golf course there, since that would be a crime that occurred in that district. But once Smith chose to file the charges in this case in Florida, there was no reason to keep the DC grand jury investigating these crimes unless they could identify separate related crimes that took place in DC.
